As part of ongoing efforts to ensure consistency, transparency, and accountability in financial reporting, the State of Idaho has introduced a new annual requirement under Idaho Code Section 67-1075. All district hospitals (including component units of counties operating independently) are now required to complete a transparency report each year.

What This Means for Your Hospital

The newly mandated transparency report will include several key components:

  • Actual Revenues and Expenditures: You will need to provide a detailed account of your hospital’s financial activities.
  • Finalized and Adopted Budgets: This section will cover both your hospital’s final budget for the reporting period and the budget that was adopted for the upcoming period.
  • Salary Data by Employee Name: A significant portion of the report is the requirement to report actual salary data by employee name. The State has determined that this does not constitute personally identifiable information (PII) as it excludes sensitive details such as social security numbers, dates of birth, and current addresses.

Note: If your hospital already submits salary information through Luma, this section of the report may be omitted.

Reporting Timeline

The transparency report is due each year by December 1st. The reporting period will align with your hospital’s fiscal year. To assist in determining the appropriate period for your data submission, please refer to the timeline provided below.
